What the official House filing reports

House Periodic Transaction Report 20030884 contains two rows, both for partial sales of Nvidia common stock from a spouse-owned Schwab brokerage account. The first row reports an August 7, 2024 sale in the $250,001-$500,000 band. The second reports an October 1, 2024 sale in the $500,001-$1 million band.

Adding the lower and upper bounds produces a combined reported range of $750,002 to $1.5 million. That total preserves the House disclosure bands; it is not an exact proceeds figure. The capital-gains box is checked for both rows, but the filing does not report the gain amount or cost basis.

The transaction, notification, and filing dates are different concepts

For each row, the House form lists the notification date as the same day as the transaction date: August 7 for the first sale and October 1 for the second. Meuser digitally signed the public report on August 13, 2025.

Measured from transaction date to public filing date, the disclosure gaps were 371 days and 316 days. Those figures describe when the public learned of the sales; they do not mean the trades occurred in August 2025.

The House Ethics Committee says covered transactions generally must be reported by the earlier of 30 days after the filer becomes aware of the transaction or 45 days after the transaction. Because this filing lists same-day notification, both rows were far outside either timing test based on the dates in the official record.

Meuser attributed the delay to his brokerage

NOTUS reported on August 19 that Meuser said the mistake was made by his brokerage and did not benefit him. The filing itself does not identify a reason for the delayed report or state whether a penalty was assessed.

House financial-disclosure guidance says filers remain responsible for complete and accurate reports regardless of who helped prepare them. A broker or adviser explanation can provide context, but it does not change the transaction, notification, or filing dates shown on the PTR.

Why the disclosure merited scrutiny

At the time, Meuser chaired the House Financial Services Subcommittee on Oversight and Investigations. The official committee assignment makes a large, delayed securities disclosure especially relevant to transparency research, but it is context rather than proof of improper trading.

The filing establishes that Meuser had disclosure responsibility for spouse-owned sales. It does not establish that he selected the trades, possessed nonpublic information, influenced Nvidia, or committed insider trading.

The independent news value is the combination of scale and timing: two Nvidia sales with reported bands reaching $1.5 million were absent from the public record for more than ten months after the later transaction and more than a year after the earlier one.
